Michael (Mike) J. TurcoGeneral Manager
Born in Omaha, Nebraska, Mr. Turco began his career in the water industry with the U.S. Geological Survey in 1996 at the Water Resources Division field office in Council Bluffs, Iowa. He worked on many surface water and groundwater data collection and research projects in Iowa and Nebraska, including the development of several high-profile groundwater flow models, before taking the position of Chief Hydrologist of the Gulf Coast Program Office in Houston, Texas in 2004. From 2004-2013 he directed the USGS scientific research and data collection in the Gulf Coast region including the USGS response to hurricanes Rita and Ike, as well as the continued research and monitoring of subsidence in the Houston region. In September of 2013, Mr. Turco accepted the position of General Manager at the Harris-Galveston Subsidence District.

Mr. Turco serves as the General Manager of the Harris-Galveston Subsidence District as well as the Fort Bend Subsidence District (which is administered by the HGSD staff through an inter-local agreement). As General Manager, he is the Chief Administrative Officer responsible for the management of District operations, and for developing goals, strategies and policies necessary to implement the District’s legislated mandate. Mr. Turco leads a customer focused team supporting the District’s mission of reasonable groundwater regulation to protect lives and property in Harris, Galveston, and Fort Bend Counties from the hazards associated with land subsidence.

Mr. Turco holds a Bachelor of Science degree in Geology from the University of Nebraska at Omaha and a Master of Science in Geology (Hydrogeology Focus) from the University of Nebraska at Lincoln. Mr. Turco participates in the Region H planning group, Groundwater Management Area 14, the Texas Water Conservation Association, the Texas Association of Groundwater Districts, and International Symposia on Land Subsidence

Veronica Osegueda
Veronica OseguedaDeputy General Manager
Veronica Osegueda is a native Houstonian who graduated from the University of Houston with a bachelor’s degree in Economics. In 1995, she began her career as a civil servant with the City of Houston Public Works Department. For over a decade, Veronica served as the Water Resources Division Manager of Houston Water Planning, where she was involved with short- and long-term strategic water and wastewater planning and development. Throughout her career, she has collaborated with the community, municipalities, municipal utility districts, and river and water authorities on infrastructure projects, water supply agreements, water rights, and groundwater reduction plans. She has also worked with regulatory agencies on the permitting and reporting of water sources.
Daniel Newcomb
Daniel NewcombDirector of Finance and Administrative Services
Daniel Newcomb has held the position of Director of Finance and Administrative Services since 2013. He graduated with a bachelor’s degree in accounting from the University of Houston – Clear Lake. Prior to working at the Subsidence District, he was a finance auditor with a regional public accounting firm where he focused on public governmental audits, including local cities, counties, and independent school districts. Daniel is from Olympia, Washington and enjoys outdoor activities, playing guitar, and spending time with family.
Dylan Jones
Dylan JonesDirector of Compliance and Enforcement
Dylan Jones was born and raised in Friendswood, TX and will always consider it home. Mr. Jones served in the United States Marine Corps from 2003-2008, had several overseas deployments, and received an honorable discharge at the end of his enlistment. He obtained his Associates degree in Electronics Engineering while working for a large defense contractor in Utah. Mr. Jones began his career at the Subsidence District as a Field Representative in 2013 after he moved back to Texas. While in that role, and still today, Mr. Jones plays a big part in the setting up and installation of additional sites for the subsidence monitoring network. In 2020, Mr. Jones started his new position as Director of Compliance and Enforcement. Among his various other duties, Mr. Jones works closely with the public to answer questions, work with them to ensure compliance with permit provisions, and assist when compliance isn’t met.
Ashley Greuter
Ashley GreuterDirector of Research and Water Conservation
Ashley Greuter, P.G., manages the Science and Research Program, administers the Geographic Information System (GIS) Program, and oversees the Water Conservation Program for Harris-Galveston Subsidence District and the Fort Bend Subsidence District. She also is responsible for the District’s GPS monitoring network from new site installation to data collection coordination to GPS data review and publication.

Mrs. Greuter holds a Bachelor of Arts in Classical Studies and Bachelor of Science, summa cum laude, in Geology from the University of Florida, a Master of Science in Geological Sciences from the University of Massachusetts (Amherst), and is a licensed Professional Geoscientist (P.G.) in Texas. Before joining the District in 2020, Mrs. Greuter performed subsurface modeling for the oil and gas industry and conducted environmental permitting, compliance, and groundwater monitoring for consulting firms.
