On September 13, 2023, the Board of Directors called for a public hearing to be held to receive comments from the public on the proposed amendment to District Rule 8.1(a) allowing for the use of ultra-sonic meters on groundwater wells within the District. Public Hearing is scheduled for October 4, 2023.
The purpose of the public hearing is to receive testimony related to the Rules Committee’s recommendation to add ultrasonic flow meters to the list of approved meter types. Current District Rule 8.1 allows permittees to utilize mechanically driven or magnetic meters to measure water use. Ultrasonic flow meters have recently become a more popular type of meter used by large water users.
The hearing will only consider the proposed change to District Rule 8.1(a):
Approved Meters: The meter must be mechanically driven, magnetic, or ultrasonic and have a digital, totalizing register. For mechanically driven meters, the digital totalizer must not be resettable and must be capable of a maximum reading greater than the maximum expected pumpage or reuse discharge during the permit term. Magnetic meters must include a dedicated, digital totalizer that is not resettable, and must be capable of a maximum reading greater than the maximum expected pumpage or reuse discharge during the permit term. Ultrasonic meters must include a dedicated, digital totalizer that is not resettable, may only use Doppler or transit-time methods of measurement, and must be capable of a maximum reading greater than the maximum expected pumpage or reuse discharge during the permit term. Battery-operated registers must have a minimum five-year life expectancy and must be permanently hermetically sealed. Battery-operated registers must visibly display the expiration date of the battery. All meters must be installed in-line to flow and meet the requirements for registration accuracy set forth in the American Water Works Association standards for cold-water meters.
