The Harris-Galveston Subsidence District (HGSD) is a leader in Texas’s groundwater regulation and subsidence monitoring. Since 1975, HGSD has taken a reasonable and inclusive approach to groundwater regulation resulting in a dramatic reduction in subsidence within its regulatory areas.

This plan’s science and research objectives are intended to clarify the scientific, regulatory, and public policy questions that will face the District while providing a firm foundation for future regulatory planning efforts.

The District’s Regulatory Plan provides direction for the priority science and research themes and focuses on three primary components: hydrogeology, subsidence, and regulatory framework. The purpose of the science and research themes is to define the technical objectives for future research, data management and interpretation, and policy analysis needs. All three priority themes contain specific objectives that will guide future District research.
