The Harris-Galveston Subsidence District (HGSD) will hold a public hearing at 9:00AM (CST) on April 30, 2026, located at 1660 W. Bay Area Blvd., Friendswood, TX 77546, to present the 2025 Annual Groundwater Report.

A virtual viewing option will be available for those who would like to watch the hearing in real-time. If you would like to register for the watch-only virtual option, please click here.

Each year, HGSD publishes an Annual Groundwater Report that includes the most recent subsidence, aquifer water-level, and groundwater-use data. This public hearing will present data collected in 2025, compare it with previous years, and provide context on the impact of changes in water use and water sources on the occurrence and magnitude of subsidence. It also provides key insights into preventing infrastructure damage and the potential flooding impacts of subsidence. With weather-related events and a growing population in our region, these types of data can better inform decision-makers and the public to help build a more resilient community.

If you would like to provide testimony, evidence, exhibits, or other information, you may do so:

  • IN PERSON – Any person, representative, or counsel who wishes to provide testimony may do so in person during the public hearing on April 30, 2026.
  • VIA EMAIL – Public testimony and comments may be submitted via email to info@subsidence.org before the record closes on May 8, 2026.

The public hearing presentation and recording will be posted on HGSD’s website.

On May 13, 2026, the 2025 Annual Groundwater Report will be presented to the HGSD Board of Directors for approval during their monthly meeting. Once approved, the report, along with an updated interactive subsidence map, will be published on HGSD’s website.
