Job Summary The Operations Manager works closely with the Deputy General Manager to manage, develop, and implement strategies to streamline operations internally with FBSD staff and externally with consultants and local entities. This position supervises, trains, evaluates, and participates in the work of FBSD staff who perform technical and administrative support in the receipt, review, and dissemination of permit applications, fees, and Board of Directors’ activities.

*The Harris-Galveston Subsidence District and Fort Bend Subsidence District have an interlocal agreement. This position will be a Harris-Galveston Subsidence District employee working for Fort Bend Subsidence District operations in Richmond, TX.

Essential Functions • Provide day-to-day leadership and management supporting the mission and core values of the District, building a resilient and customer-focused District.
• Supports the Board of Directors by providing timely, accurate, and up-to-date information on pending actions and implementing Board directives.
• Serves as the primary point of contact for the District’s regulatory plan and rules. Directs, interprets and oversees the application of the rules of the Regulatory Plan.
• Supervision of staff to successfully implement the District’s permitting process, ensuring applications and related documents are complete, accurate, and that timelines are met – providing assistance to applicants as needed and correcting any system errors or workflows.
• Completes all permit recommendations for Board consideration and oversees the compilation of permit applications for public hearings.
• Responsible for the implementation of short and long-range plans to achieve the District’s goals.
• Oversees and contributes to the compilation, publication, and archival of the District’s Annual Groundwater Report.
• Motivate and lead a customer-focused team, identify, and propose changes to workflow and processes to improve efficiency, and provide mentoring to employees.
• Maintain professional technical knowledge of subsidence and water planning by attending educational workshops and presenting at local, county, and state-wide events.

Required Education and Experience • Bachelor’s degree in engineering, geology, hydrology, and/or business-related fields or equivalent experience.
• Eight years of experience in strategic planning in natural resources or related fields.
• Project management experience leading complex projects that include client relations.
• Five years of experience supervising various levels of employees.
Preferred Education and Experience • Three years of work experience in or with a city, county, or state government entity, and/or in a water-related field or industry.
• Five years of management experience.
• Three years of experience planning and executing complex projects.
Additional Eligibility Qualifications • Financial planning and analysis experience.
• Excellent people skills, with an ability to support a diverse team.
• Possess personal qualities of integrity, credibility, and commitment to the District’s mission.
Work Environment This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines. Physical Demands The physical demands described here represent those that an employee must meet to perform the essential functions of this job successfully. While performing the duties of this job, the employee is regularly required to talk and hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms. The employee may need to lift items of awkward size weighing up to 50 lbs in and out of District Vehicles. The employee will travel primarily by personally operated vehicle and may occasionally fly to locations within Texas and nationwide. Must be capable of reading, writing, and understanding material that is highly technical in nature.
Work Schedule This is a full-time, salaried position. Typically, a forty-hour workweek, but can involve late hours of work as well as duty on an irregular timetable. Office hours are 8:00 AM to 5:00 PM.
Travel Travel is primarily local during the business day, although some out-of-the-area and overnight travel may be required. This position is officed at the Fort Bend Subsidence District office in Richmond, TX; however, travel to the Harris-Galveston Subsidence District office in Friendswood, TX, will be required as needed.
