Mike Turco obtained his Bachelor of Science degree in Geology from the University of Nebraska at Omaha and a Master of Science in Geology (Hydrogeology) from the University of Nebraska at Lincoln. He began his career in the water industry with the U.S. Geological Survey in 1996 at the Water Resources Division field office in Council Bluffs, Iowa. He worked on many surface water and groundwater data collection and research projects in Iowa and Nebraska, including the development of several high-profile groundwater flow models, before taking the position of Chief Hydrologist of the Gulf Coast Program Office in Houston, Texas. From 2004-2013, he directed the USGS scientific research and data collection, including the USGS response to hurricanes Rita and Ike, as well as the continued research and monitoring of subsidence in the Houston region. In 2013, Mike joined the Harris-Galveston Subsidence District and Fort Bend Subsidence District as General Manager, where he leads a community-focused team to support the District’s mission of preventing further subsidence through reasonable groundwater regulation and promoting water efficiency to protect lives and property in Harris, Galveston, and Fort Bend counties.
Dylan Jones
Dylan JonesDirector of Compliance & Enforcement
Dylan Jones was born and raised in Friendswood, TX. He served in the United States Marine Corps from 2003 to 2008, with several deployments overseas. He obtained his associate’s degree in Electronics Engineering while working for a large defense contractor. In 2013, Dylan joined the Harris-Galveston Subsidence District as a Field Representative. While in that role, and still today, Mr. Jones plays a big part in the setting up and installation of additional sites for the subsidence monitoring network. In 2020, he was promoted to Director of Compliance and Enforcement where he works closely with the public to answer questions, ensure compliance with permit provisions, and assist when compliance isn’t met.
Ashley Greuter
Ashley GreuterDirector of Research & Water Conservation
Ashley Greuter, P.G., manages the Science and Research Program focused on evaluating high-quality, relevant data to support the advancement of subsidence research and monitoring and oversees the award-winning Water Conservation Program for both Harris-Galveston Subsidence District and the Fort Bend Subsidence District. She is responsible for the HGSD’s GPS monitoring network maintaining sites and collecting data for review and publication and manages the Enterprise Geographic Information System (GIS) for the District. Ashley holds a Bachelor of Arts in Classical Studies and Bachelor of Science, summa cum laude, in Geology from the University of Florida, a Master of Science in Geological Sciences from the University of Massachusetts (Amherst), and is a licensed Professional Geoscientist (P.G.) in Texas. Before joining the District in 2020, she performed subsurface modeling for the oil and gas industry and conducted environmental permitting, compliance, and groundwater monitoring for consulting firms. Ashley proudly represents the USA as an Affiliate for UNESCO’s Land Subsidence International Initiative.
Veronica Osegueda
Veronica OseguedaDeputy General Manager
Veronica Osegueda is a native Houstonian who graduated from the University of Houston with a bachelor’s degree in Economics. In 1995, she began her career as a civil servant with the City of Houston Public Works Department. For over a decade, Veronica served as the Water Resources Division Manager of Houston Water Planning, where she was involved with short- and long-term strategic water and wastewater planning and development. Throughout her career, she has collaborated with the community, municipalities, municipal utility districts, and river and water authorities on infrastructure projects, water supply agreements, water rights, and groundwater reduction plans. She has also worked with regulatory agencies on the permitting and reporting of water sources.
Daniel Newcomb
Daniel NewcombDirector of Finance & Administrative Services
Daniel Newcomb is originally from Olympia, Washington. He obtained his bachelor’s degree in Accounting from the University of Houston – Clear Lake. In 2013, Daniel joined the Harris-Galveston Subsidence District to manage the District budget, payroll, benefits, and other fundamental administrative services. Prior to working for the District, he was a finance auditor with a regional public accounting firm where he focused on public governmental audits, including local cities, counties, and independent school districts.
Casey Hughes
Casey HughesDirector of Communications
Casey Hughes is a native Houstonian who graduated from Sam Houston State University with a bachelor’s degree in Mass Communications with an emphasis in Public Relations and later earned a professional diploma in Digital Marketing. She began her career as an event and marketing coordinator for her Alma Mater, producing events from alumni tailgates to award-winning galas. In 2015, Casey transitioned into the oil & gas industry to accomplish company rebrands, implement effective sales enablement tools, and streamline successful digital marketing strategies. In 2022, she joined the Harris-Galveston Subsidence District and is responsible for planning, developing, and implementing effective communications, including branding, content creation, event coordination, and public relations, to help the District achieve its mission.
